Senior Consultant for the client business development efforts to obtain a large scale IT Managed Services Contract from the federal government.  I provide Subject Matter Expertise for data & voice networking and mission assurance.  My responsibilities include advising on the organizational management structure, ITSM tools, and processes required to successfully transition to a global IT service delivery model.

Senior Network Engineer, TASC, Annapolis Junction, MD

Senior Network Engineer specializing in OTN and IP based technologies.  Duties include performing intelligence analysis on adversary networks to support Digital Network Intelligence/Global Network Analysis (DNI/GNA).  I apply knowledge of network fundamentals, open-source/COTS/GOTS tools, and current implementation of those technologies in order to devise all-source analytic and collection strategies.  I utilize all-source intelligence analysis of cyber activities to identify entities of interest; their methods, motives, and capabilities; determine malicious behavior, and recognize emergent patterns and linkages to visualize the larger picture of cyber-based operations.  I am responsible to maintain expertise regarding internet transmission schemes so as to perform technical analysis against target systems and networks, characterize their capabilities, and support development of new techniques.  I assist in creating extensive post-mission technical intelligence reports in support of special programs and provide expertise and leadership to the team in the development of analytical models and assessments.  I provide expertise in SDH/SONET, DWDM, GPON, VMware, LINUX/UNIX, Juniper, Cisco, and network security devices.

Senior Systems Engineer / Project Manager for the delivery of Enterprise IT Services to include installation of data/voice network infrastructure and mission systems.  I am responsible for the requirements development, vendor trade studies, network design, server specifications and transition planning for the integration of several global networks into the new Enterprise Cloud environment.  Advisory position requires providing technical and budgetary recommendations at various organizational levels to include technical staff, management and senior executives.  Projects include the transition of global data/voice/video network into a consolidated infrastructure; design development and integration of a new enterprise voice gateway; and integration of new COTS/GOTS applications.  Voice project entailed the design of Avaya VoIP servers and interface into legacy Cisco or Nortel equipment.  I have achieved ITIL v3 Foundations certification to support improvements to the delivery of customer services to component organizations.

Project Manager/Senior Systems Engineer for the delivery of network infrastructure installation projects within the continental United States. Projects provide fiber based solutions utilizing PON technologies to reduce power and HVAC requirements achieving significant footprint and cost savings.  Additionally, I manage several installation projects for the federal government delivering data and voice services within the Washington Metro Area. Activities include the installation and configuration of WAN/LAN equipment and servers.  I served as Senior Systems Engineer for software installation projects specializing in biometrics on WINDOWS and LINUX server platforms. I was involved in achieving CMMI level certification for project management processes within the entire business unit. Additionally, I serve as the management and technical lead on various government proposal opportunities within our business sector.

Program Manager, Verizon Federal Network Systems, Reston, VA
May 2003- Jan 2007


Program Manager for $5 Million/year program to provide Telecommunication services to classified government agencies.  Responsible for 30-member team in the short-term installation, testing, and cutover of Lucent 5ESS DRM switches to include Octel voice mail and station sets for new building installations and customer relocations.  Delivered Avaya S8700/G650/MCC VoIP capable and Definity G3 voice systems as part of program requirements.  As dual-hat SE Manager, I was responsible for both the pre-sales proposal preparation along with post-sales operational delivery in my role as Program Manager.  Provided management oversight and customer interaction in the successful start of this critical program in which revenue generation increased 300% in six months.  Program revenue totaled $18.5 Million from 2003 to 2007.

Sales Engineering Manager, Verizon Federal Network Systems, Arlington, VA
Feb 2003 – Dec 2006


Engineering Manager responsible for the pre/post-sales support in the acquisition of new business through RFx’s and incumbent contract programs.  Provide senior engineering support for sales presentations, solution demonstrations, and installation services.  Manage seven- member Sales Engineering team covering 10 Major accounts and 5 Operational programs with the Federal government and Intelligence Communities. Responsible for FY 2005 $20.6M in new revenue generation through equipment orders and short-term EFI&T projects contracts.  Additionally delivered in FY’05 critical 5-year $62.9 Telephony O&M contract supporting Lucent, Avaya and Octel equipment for the US Government.  Responsible for new revenue generation FY 2004 sales of $15 Million in contracts and IT services covering telecommunications operations and maintenance support, voice services, cable plant installations, and data transport services.  In 2004, I delivered SONET O&M service migration for the Bechtel Nevada Telecommunications contract as proposal author and Project Manager.  The project improved an existing Alcatel 1603SM OC-12 SONET Ring by providing recommendations to remedy provisioning problems and fiber plant issues. Project entailed surveying physical infrastructure and analyzing optical test results.  Responsible for the successful re-compete of $100 Million in O&M contracts for FY 2003 and 2004.

Sales Engineer / Staff Consultant, Verizon Federal Network Systems, Arlington, VA

Perform on-site customer support to include software/hardware upgrades, troubleshooting, installations, and customer training for Verizon FNS Security products. Supported Air Force Information Warfare Battle Lab Net Decoy exercise in Mildenhall, UK by providing technical expertise and product training to unit personnel.  Network Security applications were installed on WINDOWS, Solaris and Red Hat Linux servers.  Exercise occurred on operational network without any performance degradation and all objectives achieved. Provided pre/post-sales support, product demos, and voice/data network designs in response to RFPs. Responsible for $6.5 Million in generated revenue for successful bids. Responsible for designing and/or development of new telecom-related technologies including systems integration, testing, evaluation, requirement identification, and technical recommendations.  Lead WAN Engineer for classified project providing ATM/SONET/TDM services for voice and data networks.  Also responsible for overall HVAC, power, rack and cable plant design for the entire project.

Provided Pre/Post-sales support for regional account managers covering eleven states and $12 Million quota to include sales calls, product demonstrations, and network designs in response to request for proposals (RFP). Performed on-site customer support to include software/hardware upgrades, troubleshooting, installations, and customer training.  Provided on-site technical support at a customer integration lab in preparation for an ATM WAN migration effort.  Duties included interoperability testing of Marconi ATM switches, Cisco Routers, NT PBX, H.320/323 VTX, N.E.T. Promina/IDNX, VoIP/VoATM equipment and encryption devices. Earned Sales Engineer of the month award for July 2001.

Senior Systems Engineer, Qwest Communications Government Systems Division, Fairfax, VA

Responsible for the design, configuration, testing and deployment of a nation-wide Government DWDM/SONET/ATM network comprising of Nortel and Marconi ASX-4000 equipment as the lead ATM Engineer. Provided detailed modeling scenarios to ensure proper bandwidth allocation and those sufficient performance parameters are met or exceeded.  Created detailed engineering document to quantify expected performance criteria for the entire network as contract deliverable.

Lead Systems Administrator responsible for four customer sites and 12-person network administration team supporting 1000 users.  Installed and configured DNS and Mail servers for customer community as part of organizational transition. Received CY 2000 employee quarterly award for mail migration effort.  Provided 24x7 support for mission critical systems. Managed 8-person team providing 24x7 network monitoring using HP OpenView and Cisco Works for OUSD/A&T directorate to include remote locations within the Washington Metro Area. Network Operations team was responsible for the OAM&P of legacy 3Com FDDI equipment, Cisco Ethernet switches/routers, Fore Systems LE155, 200BX, PHUB 2000, and ASX1000 ATM switches.  Designed and implemented Legacy FDDI to ATM Backbone Network migration using FORE Systems ATM switches as project manager and lead engineer. Engineered T-1 to OC-3 transition for six Remote Sites in the National Capital Region supporting 900 users providing Fast Ethernet desktop connectivity. Provided ATM/Fast Ethernet desktop connectivity in support of Video Teleconferencing requirements for 3000 users. Designed and implemented Remote Access solution using Radius ABM and Lucent PortMaster 3. Implemented SecurID authentication products as primary ACE/Radius server administrator running on Solaris platform. Lead Checkpoint FW-1 administrator maintaining and configuring both SPARC workstations, firewall rule sets and GateD. Received Air Force Commendation Medal for customer ATM migration effort.
